Chief Bill Marass has served with the Rochester Police Department since August 1981.

After graduating from Missouri Military Academy (High School), he enter the United States Marine Corps in June of 1971. During his service with the Corps, Chief Marass served as a Marine Security Guard at the U.S. Consulate General Calcutta, India, and the United States Embassy Kuala Lumpur, Malaysia. He was assigned to President Ford’s entourage in November of 1974 during the President’s visit to Tokyo, Japan and the SALT 1 negotiations in Vladivostok, USSR, as part of the security detail.

Upon honorable discharge from the Marine Corps, he attended Lincoln Land Community College where he received his Associate’s degree in Law Enforcement Administration. He continued his Law Enforcement studies at Western Illinois University, graduating in May of 1979 with his Bachelor’s degree and earned placement on the National Deans List.

Chief Marass joined the Rochester Police Department in August of 1981, he was promoted to Corporal in 1988, then to Sergeant in 1989, and was appointed Chief of Police in February of 1997.

Chief Marass is a 1997 graduate of the Illinois Law Enforcement Training and Standards Board Executive Institute, Executive Management Program. He is a 2003 graduate of the FBI National Academy (215 Session), and a 2005 graduate of the Illinois Law Enforcement Training and Standards Board, Police Executive Role in the 21st Century.
